Pursuant to Sec. 10 of R.A. No. 10931, “Quality Standard for SUC and LUC Budgets, TES and Student Loan Programs”, and Rule IX, Sec. 55 of the Implementing Rules and Regulations of R.A. No. 10931, the Commission on Higher Education (CHED) is mandated to ensure and maintain quality standards for LUCs and set the criteria for determining their eligibility to carry out the programs of R.A. No. 10931 or the Universal Access to Quality Tertiary Education Act (UAQTEA).

In accordance with CMO No. 9, s. 2018, “Guidelines on the Eligibility of LUCs to implement the Free Higher education Provision of R.A. 10931”, LUCs should sustain their compliance with the CHED requirements for institutional and program operation for them to be able to enjoy the benefits of UAQTEA.

In this line, Vice Mayor of Makilala North Cotabato, Honorable Ryan David Tabanay together with the Officials of Makilala Institute of Science and Technology (MIST) President Gerry Rigonan, MIST Extension Director, Mr. Jerry Paulo S. Oriente and MIST Program Coordinator Ms. Connie D. Elbina visited the CHED Regional Office XII for the clarification on the Certificate of Program Compliance (COPC) of MIST.

CHED Regional Director Nelia A. Alibin, Ph.D. OIC- Chief Education Program Specialist (CEPS) Zohrahaydah N. Panawidan, OIC Supervising Education Program Specialist Mr. Genaro R. Andres and Education Supervisor II Ms. Leah S. Manon-og presented and discussed pertinent matters relative thereto to Vice Mayor Tabanay and to MIST Officials as to the necessary compliance to be done by the Local College in lieu with the standards.
